Parboil potatoes in a large pot of boiling salted water, 5 minutes; drain well.

Melt butter in a nonstick skillet over medium heat. Add potatoes and sauté, without stirring, 7 minutes. Turn potatoes with a spatula and fry until golden brown, 10–12 minutes more; turning often.

Stir in scallions and garlic; sauté 1 minute. Season potatoes with salt and pepper.
