Preheat grill to medium-high. Brush grill grate with oil.

For the sauce, melt butter in a saucepan over medium-high heat. Whisk in flour, cook 1 minute, then gradually whisk in milk. Bring sauce to a boil and cook until thick. Whisk in Cheddar, cream cheese, ¼ cup hot sauce, and salt; reduce heat to low and keep sauce warm.

For the burgers, combine ground round, remaining ¼ cup hot sauce, scallions, and garlic; season with salt and pepper. Form mixture into 4 patties slightly bigger than buns.

Grill burgers, covered, until a thermometer inserted into the thickest part registers 155°, 56 minutes per side. Remove burgers from grill.

Brush buns with oil; toast on grill until edges are brown, 1 minute.

Serve burgers on buns with lettuce, avocado, sauce, and blue cheese.
