Preheat oven to 350° with rack on bottom.

For the streusel, combine flour, brown sugar, oats, pecans, apple pie spice, and salt in a bowl. Stir in butter until thoroughly combined; reserve 1½ cups streusel for the topping. Press remaining streusel into the bottom and up sides of a 10-inch deep-dish pie plate for the crust; bake 10 minutes.

For the filling, whisk together cider, sugar, and flour in a large saucepan until sugar and flour are dissolved; bring to a boil over medium-high heat and cook until thickened, 1 minute. Off heat, stir in apples, lemon juice, and vanilla, then pour into crust.

Crumble reserved streusel over filling and bake pie until crust and topping are golden brown and filling is bubbly, 75 minutes. Cool pie completely on a rack.
