Preheat oven to 375° with a baking sheet inside.

Squeeze potatoes and onion in a clean kitchen towel, changing towels as needed, until thoroughly dry; transfer to a bowl. Stir in vinegar until combined.

Stir in egg and ½ tsp. salt, then stir in matzo meal just until combined.

Form potato mixture into 12 patties using an ⅛ cup (or 2 Tbsp.) measure, lightly flattening.

Heat 1 Tbsp. oil in a sauté pan over medium-high. Fry six latkes until golden brown, about 2 minutes per side; transfer to a paper-towel-lined plate, season with salt, then transfer to preheated baking sheet and keep warm in oven. Fry remaining six latkes with remaining 1 Tbsp. oil.

Dollop latkes with crème fraîche; top with smoked salmon, caviar, or salmon roe and chives. Serve latkes immediately.
