Mash avocado with a fork or potato masher. Stir in 2 Tbsp. scallions, jalapeño, and 1 Tbsp. each cilantro and lime juice; season with salt and black pepper. Chill guacamole until ready to use.

Mince bell pepper, mayonnaise, Dijon, remaining 1 Tbsp. scallions, parsley, honey, and 1 tsp. lime juice in a mini food processor; season with salt and pepper. Chill rémoulade until ready to serve.

Toss shrimp with Cajun seasoning. Heat oil in a sauté pan over medium-high; add shrimp and cook until slightly blackened, about 23 minutes per side. Transfer shrimp to a paper-towel-lined plate.

Top each cucumber slice with guacamole, rémoulade, and shrimp; sprinkle with cilantro and a squeeze of lime juice.
