Rice & Lentil Salad

Cook lentils according to package directions; drain and chill.
Meanwhile, heat water and broth in a saucepan to a boil. Stir in brown and wild rice; cover, reduce heat to low, and cook until all the liquid is absorbed, about 45 minutes. Let rice sit 5 minutes then chill completely.
Whisk together oil, vinegar, zest, honey, lemon juice, garlic, cumin, and paprika; season vinaigrette with salt and pepper.
Toss lentils, rice mixture, arugula, tomatoes, carrot, radishes, shallots, and cilantro with vinaigrette.
