Steam cauliflower and garlic in a steamer basket set over a pot of boiling water until softened, 1520 minutes.

Transfer cauliflower and garlic to a food processor; purée. Add butter, half-and-half, and Dijon; pulse until combined, then season mixture with salt and pepper.

Stir scallions into Mashed Cauliflower before serving.
