Instructions

For the coleslaw, combine cabbages, bell pepper, carrots, sliced celery, scallions, and parsley.

For the dressing, whisk together mayonnaise, mustard, vinegar, celery seed, salt, black pepper, and cayenne. Toss dressing with cabbage mixture to combine.
