Melt coconut oil in a saucepan over medium heat. Add rice and scallion whites; cook until fragrant, 2 minutes.

Add water, coconut milk, sugar, and salt; bring to a boil. Cover pan and reduce heat to low.

Cook rice until tender, 15 minutes; remove from heat and let stand 5 minutes. Stir in scallion greens and lime juice; garnish servings with serranos and coconut.
