Add onion and apple to pan; cook over medium heat until softened, 34 minutes. Whisk in flour and cook 1 minute.

Stir in vinegar, sugar, and broth; season with salt and pepper. Add cabbage and toss to wilt, 34 minutes, then stir in parsley just before serving.
