Instructions
Soak raisins in rum to plump, 15 minutes .
Combine water, vinegar, sugar, mango, onion, bell pepper, ginger, zest, garlic, pepper flakes, and raisin mixture in a saucepan. Bring chutney to a boil, reduce heat, and simmer, uncovered, until thick, about 30 minutes ; season with salt. Cool chutney, then transfer to a bowl, cover with plastic wrap, and chill until ready to serve.
