Pulse garlic and salt in a mini food processor until a paste forms.

Add rosemary, oregano, honey mustard, lemon juice, oil, pepper flakes, fennel, and black pepper. Purée mixture until combined, about 30 seconds. Store paste in a jar in the refrigerator for 1 week.
