Cook macaroni in a pot of boiling salted water according to package directions; drain.

Melt butter in a saucepan over medium-high heat.

Whisk in flour, cook 1 minute, then whisk in wine and cook until evaporated. Whisk in milk, Dijon, onion powder, and garlic powder; bring to a simmer.

Add Mexican cheese and cream cheese, whisking until cheeses melt. Stir in macaroni; season with Tabasco, salt, and pepper. Stir chives into mac ‘n cheese just before serving.
