Cook sweet potatoes in a pot of boiling salted water, 5 minutes. Add beans; cook until sweet potatoes are tender and green beans are crisp-tender, about 4 minutes more.

Transfer vegetables to a bowl with a slotted spoon. Cover pot; keep water simmering for the eggs.

Heat oil in a skillet over medium; add onions, bell peppers, and rosemary; sauté until onions begin to brown, about 5 minutes.

Add sweet potatoes and green beans to skillet; sauté 1 minute. Off heat, discard rosemary and stir in dill, salt, and ¼ tsp. pepper.

Add vinegar to simmering water. Crack eggs into separate bowls; gently slide eggs into simmering water. Poach eggs until whites are set but yolks are still runny, about 5 minutes. Transfer eggs to a plate with a slotted spoon.

Serve vegetables topped with crumbled salmon and poached eggs; season with black pepper.
