Heat 1 Tbsp. vegetable oil in a wok or large skillet over medium-high, swirling to coat pan. Add eggs, swirl pan so eggs form a large thin pancake; cook until eggs are set. Loosen egg with a spatula and transfer to a plate to cool.

Add 1 Tbsp. vegetable oil to wok and increase heat to high. Add frozen vegetables and stir-fry until softened, 35 minutes. Stir in scallion whites and light greens, garlic, and ginger; cook until fragrant, 1 minute, then transfer to plate with eggs.

Add remaining 1 Tbsp. vegetable oil to wok; add steak and stir-fry until browned on both sides, 23 minutes.

Stir in soy sauce, sambal oelek, and sesame oil. Stir in rice, scallion greens, and egg until heated through.
