Press Sauté button on Instant Pot® and adjust to High. Add oil.

Season chicken with garlic powder, salt, black pepper, ginger, and pepper flakes in a bowl; toss to coat.

Add chicken to hot oil. Sear chicken on each side until browned, about 3 minutes. Do not stir while searing. Press Cancel button to turn off heat.

Add bell pepper, pineapple chunks, broth, soy sauce, pineapple juice, and chili sauce. Deglaze pot, scraping all the browned bits off the bottom of pot.

Close lid; turn knob to Sealing.

Press Manual or Pressure Cook button and adjust time to 3 minutes. When timer beeps, immediately turn knob from Sealing to Venting, then remove lid and press Sauté button.

Whisk together water and cornstarch in a cup. Slowly drizzle cornstarch mixture into Instant Pot® while stirring. Cook chicken mixture until thickened, about 3 minutes. Transfer Spicy Pineapple Chicken to a serving plate and serve.
