Preheat grill to high. Brush grill grates with oil.

Sauté shallots and garlic in oil in a saucepan over medium-high heat until softened, about 3 minutes. Add blueberries, zest, orange juice, vinegar, brown sugar, and Dijon; heat to a boil. Reduce heat to medium and simmer sauce until blueberries break down and release their juice, about 10 minutes.

Meanwhile, whisk together broth and cornstarch; stir into simmering sauce until sauce thickens and turns clear, 12 minutes. Season sauce with salt and pepper; strain through a fine-mesh sieve. Reserve ¼ cup sauce for basting.

Grill fillets, covered, skin sides down, 3 minutes; flip, discard skins, baste with sauce, and grill fillets until firm to the touch, 12 minutes more. Baste fillets again before serving with remaining ¾ cup sauce; top with parsley.
