Combine black pepper, salt, garlic powder, 1 Tbsp. brown sugar, chili powder, thyme, oregano, and cayenne. Rub seasoning on all sides of pork.

Heat 2 Tbsp. oil in a sauté pan over medium-high until shimmering. Add pork and brown on all sides, about 10 minutes; transfer to a 7- to 8-qt. slow cooker. Deglaze pan with broth, scraping up any brown bits; add to slow cooker.

Cover slow cooker and cook pork until fork-tender on high setting, 5–6 hours, or low setting, 8–9 hours. Transfer pork to a bowl; when cool enough to handle, shred pork using two forks.

Pour cooking liquid into a fat separator or a large measuring cup with a pour spout; separate fat from cooking liquid and discard fat. Pour cooking liquid over meat to moisten.

Meanwhile, heat remaining 1 Tbsp. oil in a saucepan over medium. Add onion and cook until soft, 3 minutes. Add garlic and cook until fragrant, 1 minute.

Deglaze pan with bourbon, scraping up any brown bits. Cook bourbon until reduced by half. Add ketchup, ½ cup brown sugar, tomato paste, vinegar, Dijon, and Worcestershire; simmer until thickened, about 20 minutes. Season sauce with salt and black pepper.

Serve pulled pork on buns with desired amount of sauce.
