Preheat oven to 450°. Line a baking sheet with parchment paper.

For the carrots, toss together carrots, shallots, and oil; season with salt and pepper, then spread in a single layer on three-fourths of prepared baking sheet. Bake carrots 15 minutes, then stir.

For the topping, combine panko, oil, parsley, and zest; season with salt and pepper.

For the salmon, whisk together Dijon, lemon juice, and honey; spread over salmon. Transfer salmon to empty side of baking sheet, skin side down. Sprinkle salmon with topping and roast with carrots until a thermometer inserted into the thickest part of the salmon registers 145°, 1012 minutes.

Toss carrots with parsley and serve alongside salmon.
