Preheat oven to 350°. Coat a 9×13-inch baking dish with nonstick spray.

For the cake, heat 1½ sticks butter and water in a saucepan until they boil. Pour boiling liquid over oats and let sit 5 minutes. Stir in granulated sugar, brown sugar, eggs, and 1 tsp. vanilla.

Whisk together flour, baking soda, 1 tsp. salt, 1 tsp. cinnamon, and raisins; stir flour mixture into oat mixture and pour into prepared dish. Bake cake until a toothpick inserted in the center comes out clean, 3035 minutes.

For the icing, melt 4 Tbsp. butter in a small skillet over medium heat. Cook butter until brown flecks appear in the bottom of the skillet, 1012 minutes. Pour browned butter into a bowl.

Beat powdered sugar, 1 tsp. cinnamon, and pinch of salt into butter with a mixer. Beat in milk and 1 tsp. vanilla until smooth. Spread icing on warm cake and top with pecans.
