Preheat oven to 400°. Line two baking sheets with foil; arrange one on bottom rack of oven and coat second with nonstick spray.

Rub sweet potatoes with oil and pierce each several times with a fork; arrange directly on center oven rack.

Bake sweet potatoes until fork-tender, 4045 minutes. Transfer sweet potatoes to a cutting board to cool slightly; remove baking sheet from oven and set aside, then reduce oven temperature to 350°.

Meanwhile, cook bacon in a nonstick skillet until crisp; transfer to a paper towel-lined plate and reserve 1 Tbsp. drippings in skillet.

Sauté scallion whites and light greens, garlic, ½ tsp. cumin, ½ tsp. salt, black pepper, and ⅛ tsp. chipotle powder in drippings until softened, about 3 minutes; transfer to a bowl.

Heat ¼ cup honey, 1 Tbsp. butter, and remaining each ½ tsp. cumin, ½ tsp. salt, and ⅛ tsp. chipotle powder in same skillet until butter melts and mixture begins to simmer; stir in pecans and bacon until coated. Transfer pecan mixture to baking sheet coated with nonstick spray; working quickly, separate into pieces using two forks, then let cool.

Add cream cheese to bowl with scallion white mixture; beat with a mixer on medium speed until smooth.

Halve sweet potatoes lengthwise; scrape flesh into bowl with cream cheese mixture, leaving ¼-inch flesh inside edge of skins. Discard two skin halves. Add pepper Jack and remaining each ½ cup honey and 4 Tbsp. butter; beat until combined.

Spoon sweet potato mixture into eight skin halves; transfer to reserved baking sheet.

Bake stuffed sweet potatoes until filling is hot, 1015 minutes; top with pecan mixture and scallion greens.
