Melt butter in a nonstick skillet over medium-high heat. Add bell pepper, scallion whites, mustard seeds, and turmeric; cook until scallion whites and bell pepper soften, 2–3 minutes.

Stir in corn, reduce heat to medium, cover skillet, and cook corn until tender, 5 minutes. Stir in scallion greens. Season corn with sugar and salt.
