Heat oil in a pot over medium. Add scallion whites, garlic, and ginger; cook until fragrant, 2 minutes. Add bell pepper; cook until softened, 3 minutes.

Stir in broth and soy sauce and bring to a boil over high heat. Reduce heat to medium and add shrimp, pineapple, and water chestnuts; simmer soup until shrimp are cooked through, 23 minutes.

Stir in scallion greens. Season soup with salt and pepper flakes; serve with rice.
