Combine oil, zest, lemon juice, garlic, rosemary, parsley, salt, black pepper, and pepper flakes for the marinade. Reserve 2 Tbsp. marinade, toss drumsticks with remaining marinade to coat, and let stand 30 minutes.

Preheat grill to medium. Brush grill grate with oil.

Remove drumsticks from marinade; reserve marinade for basting. Grill drumsticks, covered, 2 minutes. Flip drumsticks, brush with marinade, and grill 2 minutes. Continue flipping and brushing drumsticks with marinade very 2 minutes until a thermometer inserted into the thickest part, but not touching bone, registers 175°, about 10 minutes more. Transfer drumsticks to a bowl, toss with reserved 2 Tbsp. marinade, and let rest 34 minutes before serving.
