Preheat oven to 400°. Line a 12-cup muffin pan with paper or foil liners; coat with nonstick spray.

Whisk together flour, granulated sugar, chocolate chips, cinnamon, chili powder, baking powder, baking soda, and salt.

Whisk together yogurt, eggs, applesauce, butter, vanilla, and zest; stir into dry ingredients.

Divide batter among muffin liners; sprinkle tops with turbinado sugar.
