Preheat broiler to high with oven rack 4–5 inches from the heating element. Line bottom of a broiler pan with foil; coat top pan with nonstick spray.

Cut tips from chicken wings; discard tips. Cut each wing at the joint to make 2 pieces; toss with seasoning.

Transfer chicken to prepared pan. Broil, turning once, until wings are no longer pink, 1215 minutes.

Combine chili sauce, onion, bell pepper, tapioca, jalapeño, garlic, and Sriraccha sauce in a bowl.

Transfer chicken to a 3 1/2- to 4-qt. slow cooker. Add sauce mixture, tossing to coat wings. Cover slow cooker; cook, stirring occasionally, on low-heat setting for 3–4 hours. Serve wings, or keep them covered in slow cooker on warm-heat setting for up to 2 hours longer.

Combine sour cream, lemon juice, cilantro, and zest for the dipping sauce in a small bowl. Serve dipping sauce with wings.
