Green Goddess Dressing

1⁄2 cup mayonnaise
1⁄2 cup creme fraiche
2 scallions, minced
2 Tbsp. white wine vinegar
2 tsp. minced fresh tarragon
1 tsp. Dijon mustard
1⁄2 tsp. anchovy paste
1⁄8 tsp. ground white pepper
